You are still able to zoom out pretty far , when in attack/sneak mode you can even have your character off-centre allowing for even greater visibility distance. For planning in-game maps will be better IMHO. So if you have none (or no rifle with scope) you can't "attack/stealth"zoom anymore. Good idea. I always found it odd how your character could throw his vision way down the road or far away from himself without any tools (like binoculars). My Laptop has to run the game on 800x600 no Zoom, for optimal FPS, otherwise there's stuttering. So binoculars is pretty realistic and a good idea.
