Because i don't think everyone in Kentucky only bought one garbage bag or just happened to run out of bags on the same day. I just thought that this idea would make the game more realistic for all of us who play it. Heck, if you even put a bucket outside when it rains, it'd fill up. Why noooot? I understand it's a balance thing, but it doesn't make sence for a long shot. I'd rather suggest further development of water purification (rain water, especially in industrial towns, contains lots of bad stuff probably).
