Could be a mod conflict, but transparent tights on a mannequin make its legs see through.

This is a known vanilla issue. Fun fact - wearing tights will make char legs look transparent, too!

The outfit wasn't masculine enough for my character, so I have yet to notice. Should have fun with that while I still can.
