Hmm. If we are talking Walking Dead esq corpse cloak, then in my mind the recipe would require:
 
-Kitchen/hunting knife
-One rotter
To create: pile of guts
 
then,
 
-bed sheet
-scissors/knife
To create: makeshift cloak
 
With both items in inventory, one may create their "corpse cloak"
 
I agree that it would need some major drawbacks for sake of balance, such as:
 
-Zeds are far less aware of you but still attracted to sound and WILL notice if you break from a group and start to run.
-Rain will diminish the condition of your cloak
-Immediately reduces happiness by a significant amount
-After a time, players will gain progressively more severe health moodles
-Dangerous to eat food while encased in gore
 
This could be a nice last resort for the dreaded helicopter event and the inevitable swarming of the base that occurs.
 

Also, I think while aiming a weapon, peripheral vision should be reduced- especially while scoped.
