I get this too actually, but Ijust thought it was my controller being bad.  Like the character is like walking in quicksand and constantly stopping/starting like they are hitting something right?   And yeah I pause the game, swirl the stick around, then unpause and hopefully it's gone.

I noticed in the game you can only dump items out of a car when you're not sitting in it. Like if you're standing in front of the trunk you can just dump the items out.    But if you're in a seat you can't just toss everything out the window. You have to transfer items to your inventory then dump them out on foot.   I was thinking it'd be cool if you could sit down in a car, click on a seat (or trunk or glove box) select the items in the seat and drag and drop them out of the inventory window to dump them out of the car onto the floor. This would save a lot of item management time.   Also grabbing items off the floor and being able to chuck them directly into the car would be nice too.

The mouse cursor is still visible when Iso cursor  is set to off and 'Show Mouse Cursor While Aiming' is unchecked.
