Sounds like it just takes that much time to load on your PC. Can you check your Task manager and see if your CPU is being used to the max while the game is loading?

If it happens again, share that file + the logs in that case.

This PC does not fulfill the minimum requirements as stated on the Steam store page. I can only recommend switching to the older "Legacy" game versions by going to your Steam Library > Right click Project Zomboid > Properties > Betas > Select the Legacy 40 or older versions.
