It's also not a good solution to put the rotten food on a compost heap, because it attracts wild animals like bears, foxes, racoons and so on. It's not really that big of a problem- I did it for like 10 years and never had any animal issues. It's been suggested before and it's a good idea, hopefully one we'll see implemented someday.
