Build 41.65 Zombies pathfinding issue

On top of this building in Louisville zombies have troubles to find a path to get to the player, they can climb through those wall frames but as soon as I get on the other side the vast majority stops even if I make a lot of noise and once the ones coming are killed (I'd say 20)  the others still don't move.

what's even weirder is that if I wait for 30 seconds they all come to me again.

I've noticed something similar with regular small fences, some zombies run toward a sound and suddenly stop completely before or after climbing through and they do this "agitated" animation same as when they can't find a path around tall fences. 

 

I guess it's because there are too many zombies, once I killed most of them they could navigate nicely again, except for some being far behind but it was already like that in previous versions.
