I've had this problem but with cars. One car on top of another one... I couldn't get in either one of them to drive as well.

It looks like a glitch to me. I've been playing with the settings in custom sandbox and even with Abundant loot , my fridges are empty, armory in police station empty as well. Abundant used to have at least 3-4 items minimum in each chests but now it's 0 and sometimes 1.
