No one will be able to reproduce this if you don't let us know which bits of the map cause this problem, and if you don't provide the basic information in the Bug Report guide MadDan linked it's much easier to just say "probably only affects one payer" than guess which of thousands of configurations you're using when this happens.
Sharpness can't be higher than the condition of the blade; for example if an axe head is 25% condition it' can't be sharpened past 25% unless repaired. Is that what you're seeing?
