Complete server reset (hard reset?)

Im trying to completely reset my server, including wiping characters and basically restoring everything to an untouched state. Ive tried deleting the sandbox files and servertest files but when i log in it picks up where i left off including dead zombies. Can someone please point out what i need to do?

Characters and some server state is stored on the clients. Clients need to remove their files too to get a completely clean slate.
