[41.68] [Singleplayer] Sprinting bug with stamina while encumbered

• Reproduction steps:

1. Reach first level of encumbrance for character, "fairly heavy load"
2. Attempt to sprint. Character will walk at normal speed instead of slowed running speed for when you are encumbered.
3. Continue holding sprint key, this will rapidly burn stamina at the sprinting rate despite your character not moving faster at all.
4. Once your character reaches moderate exertion, they will begin to move at slowed running speed like expected when holding sprint key while encumbered and stamina consumption will also be at normal expected rate.
