Jumpsuits/boiler suits are incompatible with vests, strange bug

Hello, While doing a prison escape run i tried to put on a police bulletproof vest while wearing a Prison Jumpsuit and instead of the vest going overtop of the suit, it just unequipped the suit and made me naked. I assume this is a bug because it seems really strange for that to be a realistic limitation
