I need help with port forwarding

So I'm trying to portforward my server  for my friends but I don't know what to do next.I don't know what device do I need to set and service for it

You need to fill out the 16261 and 16262 ports in the rule that you have in your screenshot.

So just making sure.According to guide all I need to do is just put server ports,for the service a name and for the device an IP address of the server?

Yes, the IP would have to be your Local IP of the PC you are forwarding the ports to, and where the server would be hosted.
The internal and external port should be the same as well, so 16261 and 16261 again for example.
