Mod to stop Crop Growth during Winter months and/or Low Temperature

Hey everyone, I'm just curious if there is a straight-forward mod that simply nerfs crops so they cannot grow during a certain window of time (winter) and/or when the temperature falls below a certain value (I just tested things in debug mode on b41 and plants are clearly continuing to grow through falling snow and below-freezing temperatures, lol).  I can't imagine it would be a very difficult mod to create but my google-fu is failing me and I can't seem to find anything out there?  Does anyone know of such a mod?  Or, failing that, can someone point me in the right direction to learn how to create it myself?
