Safehouse claim help

Nevermind we just kept selecting spawn locations. Crappy luck

 

Hey Guys

 

I've set up my own server for myself & a few mates, I've got the zombie settings to how we like it but the problem is with claiming a safehouse.

 

The safehouse settings have been set to true but we still can't claim a safehouse, have I missed some sort of command? Do you need to start construction first?

 

What I've tried

I've logged in as admin, no change.

Cleared every zombie from inside & outside, right up to closest house

Looked for another smaller safehouse
