I Will try to, my friend only cant join my server. We r trying to fix It bc we think IS a problema about my internet conexión

I can join the server by mysefl, my friend tried to join using the public and same issue appears

I bought a computer to have a dedicated server, I gave it a fixed IP: 192.168.x.x and started it using the steam cmd. On my router I opened ports 16261 and 16262 in addition to steam ports 8766 8767. When I start the server everything goes well but when a friend searches for it, it appears in the list as "the server is not responding" and there is no way to join . Could you please tell me what is happening, this error is driving me crazy.
