As you can see from the image, the transparency for structure walls isn't occurring; this is happening to everyone all over the map. Is there a way to fix this issue?

The title says it all. The power is out on my multiplayer server, I need it to turn back on. Is there a command or something that allows this? (Why isn't there a World option that allows permanent power/water? Or even a Admin Panel command? Would save a lot of hassle.)
