if we're going to have boots (plural, as in both left and right boot together) as a single item, the damage resistance should be even in my opinion. If, however, it is as you indicated, an issue with one boot being degraded, then the condition of the singular item should denote it, or each boot should be listed as a separate entity in the inventory for players to replace. Otherwise, it looks like a bug, it sounds like a bug, and it smells like a bug.

Has this issue been fixed yet?

Wearing military boots, but the protection values seem to only apply to the right foot and not the left foot as well.
