JonSyn's post in Granting another player admin was marked as the answer
they need to be whitelisted first and they need to have a password set
so if you dont have auto whitelist all users set in the servertest.ini
type /adduser "name" "password"
or type /addusertowhitelist "name"
then after that type /grantadmin "name"
