You could definitely try disabling any extra software you're running and see if that helps. You're kind of the on the borderline of the minimum specs for the game so freeing up as much resource as possible is a good idea.
Is the game set to use your dedicated GPU? Follow the steps below to check.
From Start Icon, type "Graphics Settings" and Click the results from System Settings.
Click Desktop App.
Browse your application. If your application is not on the list, you will need to browse for the folder where the .exe file is located.
Clickon the application name/icon.
Click Options.
Set the application to your preferred GPU.
Click save.
Here it is. I don't know if maybe Vanguard could be messing with my driver or something, cause vgx.exe also says "stopped working". But idk, maybe it has nothing to do. Hope this helps.

My CPU (13th gen i9k series) appears to be doing all of the heavy lifting in this game whilst my Matrix Platinum 4090 (24GbVRAM) just sits and idles. any ideas what is wrong here?
I have 360 AIO coolers on both but I've noticed spikes of 70 degrees on my CPU and my graphics card is sat there at the base temps of 35 (celsius, not fantasy units)
I do run an ungodly amount of mods (393 at my last count), but even vanilla appears to be the same
I do love this game i love it so much, i just wish that the most expensive part of my rig helped in playing it
