Fortunately for both of us, I was able to confirm that the Teleport menu is working correctly via Debug after following the steps you listed above.

Reproduction steps:
1. Load in with 2+ people
2. Activate Crouch and begin walking around / hitting zombies
3. Other players see the "crouch walking" player teleporting around and generally being weirdly desynced
4. Uncrouch and sync returns to normal, other clients see that person walking around and hitting zombies properly again
Fully fresh vanilla zomboid client, Zomboid folder in my documents also deleted and allowed to re-generate, no remnants of old mods in my client at all.
Issue did not happen on previous patch with the same players, its not a lag/latency issue

I was able to load it up and everything's in the right place.
Basically eliminates a bunch of modules from the list of suspects, and narrows it down to the action queue system.
I shall dive into it just as soon as I get on top of some critical tasks first.

I've just loaded up the arf and it looks like this:
The AnimGraph appears to be working correctly.
Note how we can see the character is wandering around and coughing and sneezing.
The MedicalCheck appears to get stomped higher up the path, in the action queue.
This narrows it down a great deal. Big thanks again. ☺️🙌
I see something very similar to this as well. The behaviour is the same in that I end up at the main menu with a background but without a menu. What's different is that I get an "Error 3" instead of an "Error 1", and the error message itself is:
attempted index: new of non-table: null
I have attached the complete execution log.
One interesting thing that I noticed in the log is this:
LOG : General f:0> version=42.18.0 9d7e334cab5e2ac8c6f2664535c6b23a745a8600 2026-05-11 10:00:49 (ZB) demo=false
Despite that saying 42.18.0, this is definitely the 42.19.0 version from GOG (for Linux). I am wondering if the release process somehow mixed up bits and pieces of the two versions into one build.
I also have no controllers connected and am playing with no mods.
