The modding tools are quite heavily outdated so I'd say that's your problem

That's why there currently are no new maps coming out.

So I'm pretty sure questions have been asked about this, but I can't seem to get the answer I'm looking for.

 

I downloaded Tileset, mapping tools, and Lot_blank.tmx so I could build my own map since I can't find the Test.tmx in my PZ folder.

 

I can get the Lot_blank.tmx to populate on Tileset but the tile material needed to actually get started doesn't show up anywhere.

 

What am I doing wrong?

Sooo what you're saying is that using a Lot_blank.tmx on tiled won't even work? Because I can't even find the test.tmx file in my PZ folder.
