This is what happens when I try to load into a server and after sometime it crashes.
Check your local firewall, and your server's firewall. Antivirus programs can get int he way as well.
Firewall had nothing wrong, same with my antivirus.
Hi there dude, after messing about for a day with the 'Delay processing packet of type 12 while loading game' issue, I found out that going into the properties of the game itself and changing it to run with windows 7 compatibility (in my instance since I am on windows 8) managed to fix the issue of loading with the delay. not too sure if this is going to exactly work for you but it's a possible this could help you.
