Server time is continuous, it will not pause when you log out.
Claim a safehouse in 1 day game time, create a faction in 5 days.

The zone must have no players inside the cell for loot to respawn. If a container has anything inside it, nothing will respawn in that container. Construction prevents nearby loot to respawn also.
