[42.5.1] [Rev:27373] Garbage Bag Poncho Recipe not recognizing all ingredients

Reproduction steps:

1. Start game in sandbox mode
2. Raise Tailoring level to appropriate level (1+)
3. Have all ingredients within player inventory (2 garbage bags)
4. Enter crafting menu to attempt to make garbage bag poncho from recipe
5. Recipe does not recognize multiple garbage bags even when they are present (recipe only recognizes 1/2)

Are the bags definitely empty?

 

Also, are they both the same type of garbage bag?  There are now 2 versions, I'm not sure if the recipe will let you use one of each - mouse of the item to show which ones you have (Base.Garbagebag & Base.Bag_TrashBag).
