Reproduction steps:
1. Fill a bucket with water.
2. Collect clay.
3. Find sandbag.
4. Find Clay Cement Bucket recipe.
5. Missing items for recipe.

two thoughts.  try having an empty bucket and a full of water bucket. two, try liquid transfer and make sure the bucket is REALLY full.  there's been some issues with containers reporting full when they are actually a ml or two shy.

I tried, it was next to the lake, next to the water tap, next to the water collector, with two metal buckets, both full, one full and one empty, but nothing worked, except update 42.3 which brought bug fixes.
