Duser.home=<path> not working, makes server in C: drive when my path is to my E: drive.

I've been trying to use the JVM arguments in order to change the folder and drive which my server uses. Whenever I host a server it automatically creates new folders and files in my C drive despite the arguments used on a shortcut, and within the .json and server.bat directly. I'm at a complete loss at what to do to fix this issue, I've attempted multiple fresh installs as well to no avail. If I could get a step by step, or something with images so I know i'm doing these methods totally correct that would be helpful. I've been slamming my head against the Startup Parameters on PZwiki for 4 hrs now.
