Brita Weapon Pack spawn rate

So I'm trying to make it so weapons from brita start spawning in civilian locations I've put MIL/LEO Spawn in CIV to allow increased the trim setting for all of them and there's barely any guns in houses, i cant figure out what seems to be the issue here

whatever I change in the options for the mod, nothing seems to change ( yes im doing it in the options not sandbox)

also one more thing, i noticed in police station only attachements/ammo spawn and they are always in a police bag which is strange the game spawns so many police bags.

what i tried:

resetting the settings for the mod

messing around with the settings to see if theres a change ( well i noticed a slight increase in loot but the guns never spawn anywhere else but vehicles or police station)
