Crashes and stutters

Hello when i try to play, the cursor has the blue circle around it and the game stutters and sometimes flickers to the destkop and after sometime the game just crashes with no errors, There isn't  any hs_err_pid  file in the game directory. I have 32 ram with 3000mhz. The game is modded, didnt test yet on unmodded. I have assigned 8gb to the game and still crashes and stutters

There do not seem to be any game errors other than several mod errors. I recommend first replicating the issue without any mods in that case.
If you do manage to replicate it, can you share a recording of the issue?

it appears i have fixed this issue, i have changed my system from windows 10 to windows 11 and everything is fixed
