Turning off gun and ammo spawns in loot settings prevents wardrobes from spawning any items.

How to reproduce:
1. Go into loot rarity in sandbox settings
2. Turn ammo and gun spawns to "none"
3. Start world. No items will spawn in wardrobes

edit: did more testing and yeah, more bedside tables than usual appear to be empty, and military foot lockers- at the louisville checkpoint for example- are also not spawning any items similar to the wardrobes.

Just tested this and the only wardrobe I found in ~20 houses that had something in was in a child's bedroom (loot table WardrobeChild, I assume).  All the others were empty, it felt like more bedside tables than normal were empty as well.
