Game loads but gets stuck because the Terms & Conditions button seems to be spamming.

Launching the game using either option in Steam or by launching the game directly by running ProjectZomboid64.exe as administrator has the same outcome. The game launches and, on the title screen, the prompt to accept the terms and conditions come up and then immediately starts trying to open the T&C web page over and over.

 

I have Big Picture Mode disabled, but rather than opening in my default browser, it continues to try and open in the Steam built-in browser. (probably more of an issue with Steam than the game but I figured I'd mention it.)

I have no controller connected and all controllers are disabled. So it's not getting input there. 

 

I've tried verifying the integrity of the game files. I've tried uninstalling and reinstalling. I've even tried installing it on other drives.

 

I figure I might be able to flag the terms and conditions accepted manually if I can find the file that data is in, but no luck there either. 

 

Anyway, any suggestions or input would be welcome.

That worked to get past the T&C but then it was just spamming the solo option on the menu.  That made me figure it had to be a peripheral or some other input issue. I removed "controller=030000007e0500000920000000000000" from the options.ini file and that fixed my issue. Thanks for the help! I really appreciate it.

Thanks for the suggestion. Unfortunately, I've already tried that. If you are able to view the video I linked, it shows I'm in windowed mode. This isn't the issue where the screen freezes. I can even exit the game. The game appears to be trying to open the T&C over and over. Steam Overlay is disabled for all games and is also disabled for Project Zomboid.

In that case, if you do accept the Terms and Conditions + Privacy Policy linked below, then you can try going to your C:\Users\YourUserName\Zomboid folder and edit the options.ini file. In that file, change the termsOfServiceVersion=-1 line to termsOfServiceVersion=1, basically just remove the minus sign.

Save the file and then try launching the game again, this should bypass the TOS screen as it would be considered accepted. Let me know if the issue persists after that, as it may be caused by something else if there are still problems.
