Axezombie Posted March 13, 2023 Share Posted March 13, 2023 Maybe the prison was an evacuation center so people went there to evacuate, there is enough space for several helicopters to land and the tall strong fences make the place very secure. Or it was used as a quarantine zone, for the same reasons, it's very secure and designed to keep people in so it's the best place for quarantine even though it's not very humane to hold people by force in such place.
