If they do I never felt that they work this way. The only thing I noticed is that with scopes you can aim for longer distances (the outline when aiming appears at larger distances). I've heard that if you want a longer seeing distance it's basically pay to win because you have to have a monitor with higher resolution (but that was long time ago and might have been fixed). My thought was that, rather than having the view zoom out further, your whole POV would just shift / move further in the direction that you were "zooming" toward, while keeping line of sight / fog of war based on your actual position.
