Dedicated server issue w/ mods

I've been trying to set up a server for the last few days. Normally, by default with fresh settings, the server boots perfectly fine and works. But the moment I add any mods to the ini files, the server no longer boots correctly and basically closes itself after going through the launch. When checking the logs, it appears to fail the moment it attempts to download the first mod in the list.

 

Here is the log of the last time I launched it with a few mods installed, but I believe it fails on the first mod. And I have tried it with different mods.

I have no idea what I'm doing wrong at this point.
