[41.78.3 unstable][single player] The last charge of Propane Torch cannot be used to disassemble

• Reproduction steps:
     1. Start the game in Apocalypse mode.
     2. Find or add a full Propane Torch and a Welder Mask
     3. Drop all other items and make sure inventory only has a single Propane Torch and a single Welder Mask
     4. Disassemble 9 Big Wired Fence using disassemble mode (now in the Item Editor the Propane Torch will have UsedDelta=0.1)
     5. Try to disassemble the 10th Big Wired Fence and find out the last Propane Torch charge cannot be used to disassemble

I suspect this happens because of how computers store floating point numbers.  0.1 decmimal converted into binary is 0.0001100110011001101, which is actually 0.1000003814697265625, so the game is actually using slightly more than 0.1 with each use.  So after 9 uses the remaining amount is less than 0.1.

Thank you for your report! Propane torches are WIP at the moment and as a result do have some issues with their use. I'll add this to the list.
