Windows Firewall identity for PZ server

I have portforwarded, my network name for the ports is right, and I'm using my external IP. Yet neither myself nor friends can connect. I think this may be a problem with the Windows Firewall, as it only allows the actual 64 bit game, not the .bat of the server. I can't add .bat's to the firewall access though. Any solutions, I'm running Windows 8.1.

The batch file itself is not an application...

If you want to know what needs to be allowed through the firewall, you can open/edit the .bat in any text editor and see what applications are actually being run.

If I was on my computer right now, I'd have a look myself and let you know, but I think you should be able to figure it out yourself easily enough based on the contents of the batch file.
