I think itd be cool if lore wise the president, in a last ditch effort to salvage what he could, issued an order to generals in the armed forces to kill all the civilians in the major cities with the hope they could create smaller safe areas.

 

this created 2 factions in the armed forces, 1 who support the decision and 1 who dont. Even generals are divided on the issue.  nuclear weapons were ordered to be used but none of the nuclear weapon stations followed the command to nuke americans and destroyed the functionality of their nukes, forcing the supporters to use conventional weapons. this causes a brief civil war not just on the ground but even between air units. So you'd see crashed jets in forests surrounded by burned trees and skirmishes between ground units with destroyed military vehicles.

the army camp by Louisville would be one of the rebellious military units who instead want to save as many as possible instead of just wiping out the city. Maybe the military building in the west could be one of the supporters, and we'd find that all the civilians were killed in a certain radius around it were killed by the military before they had the chance to turn into zombies. (that doesnt mean zombies arent there, as they can migrate into the area, but there might be a large amount of dead civilian bodies in the area)
