[41.71] [Multiplayer] Zombies disappear(not loaded) on reconnect to a dedicated server.

• Version: 41.71 (latest)
• Multiplayer 
• Dedicated (from steam tools)
• No mods (first noticed that with mods)
• Still occurs on new save
• Reproduction steps:

Start a dedicated server (steam tools, "StartServer64.bat")
Enter the server via steam zomboid client (I play on the same PC using local network IP (127.0.0.1))
Find some zombies, remember their positions/outfits.
Leave the server, then enter it again. Zombies are not there (seems like an entire loaded radius around a character (or maybe a cell) is missing all the zombies).
Disconnect and reconnect again. Zombies are here again. Those two "states" keep alternating with each reconnect.
Instead of dis/reconnect you can get your zombies back just by running far away (so that initial chunk is unloaded) and come back. So probably it's something with chunks loading incorrectly.

Also works on a brand new copy of dedicated server.
"PauseEmpty" setting unchecked removes the issue.
