Is it planned by the developer. That the admin can build elements of the complete game such as "The spiked fences in front of Luisville".

from what I know, major uptade for admin tools was the 41.66

maybe I miss something but I don't think it's planned, since you can have acces to a custom map editor

Some more admin options did go in not so long ago. That said - we still have a massive list of "requested features" for admins to work through
