Rucks in Hand = Less Reduction

I figure a large part of why rucks give a weight reduction is because they're allowing you to spread that weight across your shoulders and back, distributing the load evenly. If you're holding the thing in your hand (as secondary/primary), that's all gone. Why would a hand-held backpack reduce the "weight" of its items when you're treating it the exact same as a shopping bag?
