"Workshop item version different from servers" when a hosting game

Question

This happens every time a workshop item has update.
Fixing it means removing two folders and two files and re-downloading everything from steam workshop, just to get the server running again.
Meaning with my modlist, it takes hours to get this thing running.


Server seems to loads workshop item files from inside the zomboid folder
\SteamLibrary\steamapps\common\ProjectZomboid\steamapps\workshop
while steam workshop downloads and keeps updated files to a different folder
\SteamLibrary\steamapps\workshop\

Why doesn't the hosted server load files directly from the proper steam workshop download folder (\SteamLibrary\steamapps\workshop\) instead of copying them to another?
is there some obvious fix i have missed?

The server is coded to use its own mods so it can be used separately from the game and not interfere with loading the same files as far as I know, you can try creating a sym-link between the two folders so it would use both, but I do not know what kind of side effects that would have.
