Every vehicle despawned in Riverside (41.55)

Playing on vanilla custom sandbox high vehicle spawns. I made a trek to enigma books, and seen a few vehicles in the junkyard on my way there. After looting the book store I went back to my base for a week or so to do some renovations. Upon returning to Riverside I noticed the junkyard was completely empty and thought that was strange.. so I turned debug mode on and did some investigation to find EVERY parking lot in Riverside is empty and no damaged vehicles are on the road. What happened? I did not have any crashes or force closes from what I can remember, nor do any errors appear when I enter Riverside.

 

The smaller town nearby Riverside, can't remember the name (town with the storage facility and mobile home park) is not effected and still has vehicles. It seems as though Riverside is the only location effected.
