Open the window

For some reason, I cannot open this window inside. At first I tried to open from the outside, but it didn't work.

Is the lock broken? I've noticed that if I try repeatedly to open a window, some times a sound effect plays and, from then onwards, the window can't be opened (like in your video). I have understood the noise to mean that the lock is broken and it can't be forced.

yes, all locks have a chance to be broken while forcing them. Windows on walls and doors on cars can. Perks and professions like "burglar" reduces the chance of breaking locks. Once is broken, breaking the window is the only way.

it seemed to me that you can open anything from the inside with a 100% chance, even if it didn't work out from the outside, apparently not

Lope it's still 100% from the inside unless you broke the lock from the outside, if that's the case that chances will be 0% for that window.

I was wondering why isn't there a locksmith kit, that will give you the possibility to pick locks? Well it would much more interesting, at least this is my opinion. For example, find a good emergency locksmith in central london and ask him things about locksmith and picking locks, design it and you will please a lot of players. You don't need to make it a tool that can be used instantly, make it as a quest item or a reward item for a quest series.
