Project Zomboid stuttering while zoomed out (40) (WIndows 10)

As the title states my game keeps stuttering. I have a high end computer so it shouldn't be the issue. With all up to date drivers. 16gb of ram, RTX 2080, i7-8700 and the game is installed on a SSD. I tried allocating more ram but this does nothing. At first I thought it was Hydrocraft causing the issue. But after removing all mods and reinstalling the PZ installation nothing changed. With each zoom out the issue gets worse. 

 

This all started when I got this PC. I've stressed tested all components and nothings faulty. As well as playing Ark at ultra without issue. I've tried everything to fix this. I made a short video displaying the problem.

Have a same probler, im tried the nvidia panel settings, didn't help either

Do you have any antivirus software on your PC?
If yes, can you add an exception to it for the C:\Users\YourUserName\Zomboid folder?
This is because the game saves files in that folder, and some antiviruses keep checking those files nonstop, creating the stutters.
