Are there some exceptions to zombie respawn and redistribution rules?

Here are settings i used:

 

 

I cleared zombies in large radius around me in urban area. Made sure there are no zombies left, so that i could loot calmly. Went for a sleep, next day i woke up and saw multiple packs of zombies everywhere very close to the player. What happened?  Are there some hot spots in cities that do not obbey the rules and just respawn zombies rapidly?

How far into the game were you? Zombies keep spawning until you reach the population peak day.
