Yes. You get the multiplier from a TV show if you watch the corresponding TV show after reading the skill book. I always try to snag a cooking and carpentry book on day 1 and have them read by the end of it... That way I can get all that sweet, sweet multiplied Xp for sitting on my butt watching TV.
