Updating an item on the ground

Let’s say I want to make a very complicated item.

 

For example, it should continue losing fuel or condition even on the ground, not only in player inventory. In additional it affects all surrounded objects and characters. 

 

So it needs custom update function, and not onPlayerUpdate, and not EveryTenMinutes (because you cannot list all objects in the world).

 

How can I do that?
