anyone know what suspension does?

Makes the car bounce less.

"Added suspension parts. Low condition suspension will make for a bumpier ride."

From: Build Vehicle 24

EDIT: I also found this post from EnigmaGrey: Released: Vehicle Tech Test build

So,  I'm assuming:

tl;dr

The better the suspension, the smoother the ride, and faster you can go off-road.

Each piece of terrain has a level of flatness in which will affect how bumpy the ride is in a vehicle and therefore the speed/acceleration. Having suspension in good condition will reduce the bumpiness of the terrain than suspension in poor condition. There's also different types of suspension, which will also affect the bumpiness. Compare driving offroad in a Dash Bulldriver (heavy-duty) with a Masterson Horizon (standard), obviously the Dash Bulldriver would go faster. I'm assuming that's because the Heavy-Duty vehicles have a better suspension than the Standard.
