Have you changed anything in the server config files? It looks like the speed of the zombies has been reduced. I see from your previous post that you are running a modded server with Hydrocraft, PumpPower and Drip Irrigation installed. Have you tried running the server without these? Prior walk-in-place bugs manifested as zombies walking in place without moving at all, then teleporting forward a few tiles. We on our server experience this when as stated, zombies are set to active at night or day only. This is the first time I have seen it with "both" being selected. I would go into the server save, delete all the z_pop files and all that related to zombies, start the server back up and see if it continues. I double checked the settings and just decided to wipe everything and start fresh at the same time. It's now working better than it was originally. Zombies are snappy.
